Eastern Region Family Planning Expansion Project (ERFPEP)
Kathmandu, December 29, 2009 – Contraceptive Prevalence Rate (CPR) has been increased from 44% at the baseline to 53% at the end line period in Dhankuta, Tehrathum, Sahkhuwasabha, Panchthar, Udayapur and Okhaldhunga districts of eastern Nepal. Adventist Development and Relief Agency (ADRA) Nepal organizes a final project dissemination and closing meeting. Thanks to financial support of United States Agency for International Development (USAID) and collective efforts of the ADRA Nepal, ADRA International, the Ministry of Health and Population, Nepal Red Cross Society (NRCS) and other national, regional and district level stakeholders.
During the five year “Eastern Region Family Planning Expansion Project (ERFPEP)” that will be ended in this December 2009, has trained over 3,000 members of Health Facility Management Committee (HFMC), more than 2,655 Female Community Health Volunteers (FCHVs), 660 members of the Men as Partner (MAP) group, 300 Peer Educators (PE), over 1,400 NRCS staffs, Volunteers and Junior Red Cross Circle members and 90 District Reproductive Health Coordination (DRHCC) members in Family Planning (FP).
The project has also trained over 600 service providers including doctors, nurses, paramedics, Village Health Workers (VHWs) and Maternal Child Health Workers (MCHWs) in FP such as Minilap, Non Scalpel Vasectomy (NSV), Intra Uterine Contraceptive Devices (IUCD), Norplant/implant, Sexually Transmitted Infection, Syndromic Case Management and FP refresher. Client Oriented Provider Efficient (COPEs) approach has been implemented at 47 sites (Health facilities and community) of the project districts. To monitor and assess the quality of FP services, quick Investigation of Quality (QIQ) methodology was used. Project has strengthened over 380 outreach clinics in the implementing districts. In addition to the basic logistics and FP service sets, high quality equipments worth of USD 100,000 related to FP were distributed to the health facilities.
Apart from increasing the CPR in the KPC survey, access of FP services has been increased from 47% at the base line to 87% at the end line. The level of discussion with health workers/promoters has been increased to 52% at the end line from 19% at the base line. It is also revealed that 100% of health facilities providing three or more FP methods. The increase in health personnel trained in FP methods was spread across all project districts.
More detailed assessment through comparison of early and late project QIQ results clearly showed that the quality of health services had increased across a range of parameters covering quality of FP service delivery. Skills of service providers increased from 27% at early QIQ to 77% at late QIQ results. The client satisfaction has been increased from 50% at the base line to 93% at the end line period. Based on the HMIS, no stock outs status has been increased to 93% in the end line compared to 79% at the base line period.
The final evaluation also found that there are significant changes in belief among the communities. Most couples only want two children, husband and wife together decide number of children, husbands now value girl child same as boy, women should not marry younger than 20 years of age, men should not marry younger than 20-25 years, children should be spaced 3-5 years apart and couples seek out and value Family Planning.
