Introduction

Climate change has been impacting on water resources and has increased water-induced disasters. This has especially affected livelihoods of vulnerable people and communities who are relied on agriculture as they have limited capacity to adapt to climate shocks and stresses. Province 2, despite being relatively accessible, are in the high to very high to climate change level of vulnerability (NAPA, 2010) and is relatively behind both in terms of absolute and multidimensional poverty (NPC, 2018). In this context, Local Initiatives to Reduce Impacts of Climate Change (LIRIC) project is implemented to engage the grass-root level Civil Society Organization (CSOs) in climate action and to help create enabling environment at local governments towards climate resilient development.

Funded by European Union and Austrian Development Agency, LIRIC project is being implemented by ADRA in partnership with Rupantaran and Community Development and Advocacy Forum Nepal (CDAFN) in 6 municipalities/rural municipalities of Mahottari and Dhanusha districts in Province 2. The 42-month long project will especially focus on multifaceted strategies of facilitating a functional CSO network as an advocate of climate issues to build community awareness and claim their rights, enhancing capacity to implement climate change adaptation and mitigation actions, which also generate income and employment, and collaborating with local government to create a favourable enabling environment towards climate resilience and inclusion in the local development plan. The improvement in these three areas, both individually and synergistically, will enhance resilience of poor and vulnerable communities to climate shocks and stresses.
